Connecting the Dots: Data Use in Afterschool Systems

Afterschool programs are seen as a way to keep low-income children safe and to foster the skills needed to succeed in school and life. Many cities are creating afterschool systems to ensure that such programs are high-quality and widely available. One way to do so is to ensure afterschool systems develop and maintain a data system.This interim report presents early findings from a study of how afterschool systems build their capacity to understand and improve their practices through their data systems. It examines afterschool data systems in nine cities that are part of The Wallace Foundation’s Next Generation Afterschool System-Building initiative, a multi-year effort to strengthen systems that support access to and participation in high-quality afterschool programs for low-income youth. The cities are Baltimore, Md., Denver, Colo., Fort Worth, Texas, Grand Rapids, Mich., Jacksonville, Fla.,Louisville, Ky., Nashville, Tenn., Philadelphia, Pa., and Saint Paul, Minn.To date, research on data use in afterschool systems has focused more on the implementation of technology than on what it takes to develop and sustain effective data use. This study found that the factors that either enabled or hampered the use of data in afterschool systems—such as norms and routines, partner relationships, leadership and coordination, and technical knowledge—had as much to do with the people and process components of the systems as with the technology.Strategies that appear to contribute to success include:

  •     Starting small. A number of cities intentionally started with a limited set of goals for data collection and use, and/or a limited set of providers piloting a new data system, with plans to scale up gradually.
  •     Ongoing training. Stakeholders learned that high staff turnover required ongoing introductory trainings to help new hires use management information systems and data. Providing coaching and developing manuals also helped to mitigate the effects of turnover and to further the development of more experienced and engaged staff.
  •     Outside help. Systems varied in how they used the expertise of outside research partners. Some cities identified a research partner who participated in all phases of the development of their data systems. Others used the relationship primarily to help analyze and report data collected by providers. Still others did not engage external research partner, but identified internal staff to support the system. In any of these scenarios, dedicated staffers with skills in data analytics were key.

Disordered eating and body image dissatisfaction are common on college and university campuses, yet relative to other mental health problems common in student populations (e.g., depression and anxiety), considerably less is known about clinical and sub-clinical eating disorders. The Healthy Bodies Study (HBS) takes a public health approach by assessing a range of eating and body image measures at the population-level. HBS encompasses a number of related projects that seek to explore and address the prevalence and correlates of disordered eating and body image dissatisfaction and the help-seeking habits and attitudes of students with apparent need.

The undergraduate years coincide with age of onset for eating disorders (19-25 years), presenting unique opportunities for early intervention on college campuses. Unfortunately, this opportunity is largely missed. The treatment gap -- the proportion of affected students not receiving treatment -- is wide: 80% of students with clinically significant symptoms do not receive care. Left untreated, eating disorders typically become more severe and refractory to treatment. In response to this, the HBS team developed and implemented a 12-week online intervention to identify students with untreated symptoms of eating disorders and promote help-seeking.

The pilot study was conducted during the winter/spring 2015 semester on four college and university campuses. To ensure feasibility, the study was limited to four campuses while making every effort to ensure that these sites represented a diverse set of schools. The sites were: Appalachian State University, Bard College, Mercyhurst University, and University of Michigan.

Overcoming Financial Barriers to Expanding High-Quality Early Care and Education in Southeastern Pennsylvania

High-quality early care and education (ECE) programs have been proven to create positive outcomes for children -- especially among those living in poverty. Yet many children from low-income families have a hard time accessing high-quality child care and miss the critical developmental growth and foundation needed for academic and life success. Nonprofit Finance Fund (NFF) released a new report that examines the financial challenges program providers face, and offers recommendations about actions to increase access to quality care. The report is based on NFF's work with more than 147 nonprofit child care centers in Southeastern Pennsylvania.

Making School Choice Work Series: How Parents Experience Public School Choice

A growing number of cities now provide a range of public school options for families to choose from. Choosing a school can be one of the most stressful decisions parents make on behalf of their child. Getting access to the right public school will determine their child's future success. How are parents faring in cities where choice is widely available? This report answers this question by examining how parents' experiences with school choice vary across eight "high-choice" cities: Baltimore, Cleveland, Denver, Detroit, Indianapolis, New Orleans, Philadelphia, and Washington, D.C. Our findings suggest parents are taking advantage of the chance to choose a non-neighborhood-based public school option for their child, but there's more work to be done to ensure choice works for all families.

Family Engagement and Education: A Research Scan and Recommendations

In September 2012, The Heinz Endowments asked the Annenberg Institute for School Reform (AISR) at Brown University to conduct a research scan of family engagement, leadership, and organizing work related to education happening in Pittsburgh, as a part of the Endowments' larger work in supporting families as important stakeholders in their children's education.

Annenberg's goal was to produce a well-researched scan and analysis of the family engagement and organizing for school reform landscape in Pittsburgh and to provide recommendations for viable funding strategies to support family engagement and organizing capacity building.

Research questions for the scan included:

1. Given the overall context of school reform efforts in Pittsburgh, what are the opportunities and challenges for influence from community-based parent leadership and organizing?

2. What community-based organizations with a current or potential focus on equitable education reform exist in Pittsburgh?

3. What is the capacity of each organization to engage in parent/family leadership and organizing work to influence school reform?

All of the work completed for this report was done from September 2012 through April 2013. More specifically, data was collected from November 2012 through February 2013. Thus, new developments and changes related to what is reported here that have occurred since the spring of 2013 are not reflected in our data, findings, analysis, or recommendations.

What follows is an overview of the methodology and conceptual framework driving the design and analysis of our scan research, a detailed summary of what we learned about the landscape for family engagement and leadership in Pittsburgh Public Schools (PPS), a scan of current community-based organizations' (CBOs) work and capacity for supporting family engagement and leadership, and recommendations of potential strategies for cultivating family engagement and education organizing in Pittsburgh.

Millennials in Philadelphia: A Promising but Fragile Boom

The growth of Philadelphia's young-adult population in recent years has been hailed as one of the more positive developments in the city's recent history and a possible key to its future.Since 2006, when the city's population reached its lowest point in a century, no major city has experienced a larger increase in 20- to 34-year-olds than Philadelphia, as measured by the change in their percentage of each city's overall population.

This boom, however, appears to be as fragile as it is promising. Young adults -- members of the nation's vast millennial generation -- are drawn to the city by its vibrancy, diversity, culture, and nightlife. But many of them voice a familiar set of concerns about life in the city, bemoaning the dirty streets, the crime, and the perennially troubled school system. And they are contending with a local job market that many consider to be lacking in the kinds of opportunities that lead to careers.

In a Pew Charitable Trusts poll, half of the 20- to 34-year-olds questioned said they definitely or probably would not be living in Philadelphia five to 10 years from now, compared with about 3 in 10 for the rest of the city's adult population. The millennials cited job and career reasons, school and child-rearing concerns, and crime and public safety as the primary reasons for their potential departures. Using demographic data, focus groups, and polling results, Pew took a close look at Philadelphia's young adults, a group that has brought the city a renewed sense of vitality and hope and has enlivened its streets, day and night.

It assesses the communities' progress over the course of the investment, and describes their work in the areas of building public commitment, using data, building and sustaining partnerships, and aligning policies and practices. The OMG Center served as the national evaluator of this initiative and the report also discusses the steps these communities can take to sustain their programs.
