This report begins with a background on the higher education and criminal justice systems in California. This background section highlights the vocabulary and common pathways for each system, and provides a primer on California community colleges. Part II explains why California needs this initiative. Part III presents the landscape of existing college programs dedicated to criminal justice-involved populations in the community and in jails and prisons. This landscape identifies promising strategies and sites of innovation across the state, as well as current challenges to sustaining and expanding these programs. Part IV lays out concrete recommendations California should take to realize the vision of expanding high-quality college opportunities for currently and formerly incarcerated individuals. It includes guidelines for developing high-quality, sustainable programs, building and strengthening partnerships, and shaping the policy landscape, both by using existing opportunities and by advocating for specific legislative and policy changes. Profiles of current college students and graduates with criminal records divide the sections and offer first-hand accounts of the joys and challenges of a college experience.

As Quality Rating and Improvement Systems (QRIS) continue to launch and mature across states, questions emerge from stakeholders about how to design and implement effective quality improvement (QI) initiatives that accompany a QRIS. Funders, policymakers and program developers with limited resources are looking to invest in activities that will be most successful in supporting early care and education (ECE) program quality improvement and ultimately improving outcomes for young children. The purpose of this report is to address questions about effective QI initiatives by proposing a blueprint of quality improvement practices and design considerations generated from a synthesis of the existing research literature and input from national experts in ECE quality improvement.

In this report we find that the majority of Americans enrolling in higher education today do not match the mainstream image of recent high school graduates leaving home for the first time to settle into dorm life at a residential university campus. In 2012, only 12 percent of college students lived on campus. In fact, over four in ten college students in this country attend community colleges. In the fall of 2012, the public two-year sector enrolled 6.8 million undergraduates at over 1,000 institutions nationwide, more than any other higher education sector.
This report indicates that often overlooked in conversations about college that tend to focus on elite, residential, four-year schools, community colleges occupy a critical space in higher education. Community college students not only make up a greater proportion of the college-going population than typically recognized, but they differ markedly in their demographic composition compared to the public four-year and private nonprofit sectors of higher education. Community college students are more likely to be older, commute to school, and care for dependents. They are also much more likely to attend part time and need remediation. In terms of racial and socioeconomic demographics, community college students are more diverse and lower-income than their four-year counterparts.

In 2010, TFA launched a major expansion effort, funded in part by a five-year Investing in Innovation (i3) scale-up grant of $50 million from the U.S. Department of Education. By the 2012 -- 2013 school year -- the second year of the scale-up -- TFA had expanded its placements of first- and second-year corps members by 25 percent. This study examines the effectiveness of TFA elementary school teachers hired during the first two years of the i3 scale-up, relative to other teachers in the same grades and school.

Different world languages have a lot of contact with each other and have had different influences on one another. Cognates, words which are similar across two or more languages in some aspects, especially with regard to pronunciation, portray an interesting and relevant aspect of foreign/second language translation and research. This study intended to identify a type of cognate words called false cognates in Persian and English, words which have the same form in two languages but represent different meanings, and tried to study and determine the historical relations between English and Persian words. It also aimed to trace their route back from Proto Indo-European languages to the modern languages. To this end, the related literature was gone through and a sufficient corpus of information has been revealed. Afterwards, authentic monolingual dictionaries in both Farsi and English languages were consulted to provide definitions for the cognates and allow for their cross-linguistic comparison. The findings revealed that most of such problematic cognates with different meanings in Farsi and English as found through this study are likely to be confusing and deceptive for Farsi-speaking EFL learners. The findings also pointed to the need for this line of research to receive more scholarly attention. The study of true and false cognates has some implications for contrastive analysts, error analysts, translators, translation theorists, foreign language teachers, curriculum designers, as well as lexicographers and lexicologists.

By most measures, the educational attainment of blacks is currently at the highest it has ever been. After decades of stagnation, high school completion rates for blacks have increased rapidly since 2000. This issue brief will focus on the high school status completion rates of blacks ages 20 to 24 since 1975. Future reports will focus on other issues facing young blacks, including college graduation rates, unemployment rates, wages, and poverty rates.

The federal government's substantial fiscal investment in higher education recognizes that postsecondary education is a linchpin in the nation's social and economic strength. The government helps ensure that colleges and universities continue to contribute broadly to the fabric of American society. The Department of Education is charged with developing procedures to carry out laws passed by Congress in regard to higher education and with overseeing institutional compliance. Institutions of higher learning recognize the important role regulations play in the oversight of federal investments.
This report discovered that over time, oversight of higher education by the Department of Education has expanded and evolved in ways that undermine the ability of colleges and universities to serve students and accomplish their missions. The compliance problem is exacerbated by the sheer volume of mandates -- approximately 2,000 pages of text -- and the reality that the Department of Education issues official guidance to amend or clarify its rules at a rate of more than one document per work day. As a result, colleges and universities find themselves enmeshed in a jungle of red tape, facing rules that are often confusing and difficult to comply with. They must allocate resources to compliance that would be better applied to student education, safety, and innovation in instructional delivery. Clearly, a better approach is needed.
