Course, Counselor, and Teacher Gaps: Addressing the College Readiness Challenge in High Poverty High Schools

This paper presents a new analysis of education data on high schools in the 100 largest school districts that highlights the role of inadequate K-12 preparation as a barrier to postsecondary success for students who live in poverty. In particular, the analysis highlights stark differences in the quality of college preparation that high school students receive based on their schools' concentration of poverty. The paper compares characteristics of high-poverty high schools (more than 75 percent of students eligible for free or reduced lunch) to mid-high poverty (50-75 percent eligible), mid-low poverty (25-50 percent eligible), and low-poverty high schools (fewer than 25 percent of students eligible). Key findings include:

  • Less-experienced and less-qualified teachers.
  • College prep courses less likely to be offered.
  • More schools without counselors.

The aim of this work is to provide stakeholders with a helpful and relevant reference to improve fundraising from philanthropic sources. The report contains a number of recommendations aimed at universities, the philanthropic sector (individuals, corporations, foundations and alumni) and the European Commission, together with a call for action to raise the level of philanthropic giving for research within Europe.

The expert group builds on the work of a previous group of experts which was set up in 2005 and delivered the report "Giving more for research in Europe: The role of foundations and the non-profit sector in boosting R&D investment".

The first provides background on how universal pre-K programs fit into the national landscape of early childhood policy, outlines the main features of New York City's current Universal Prekindergarten Program (UPK) expansion efforts, and draws lessons for other cities and states interested in expanding their programs. The second part provides an in-depth look at the issue of preschool classroom diversity in UPK, highlighting the opportunities and obstacles for integration embedded in current policies and recommending policy changes to address this issue in New York City and beyond.

Making Archival and Special Collections More Accessible

Making Archival and Special Collections More Accessible represents the efforts of OCLC Research over the last seven years to support change in the end-to-end process that results in archival and special collections materials being delivered to interested users.

Revealing hidden assets stewarded by research institutions so they can be made available for research and learning locally and globally is a prime opportunity for libraries to create and deliver new value. Making Archival and Special Collections More Accessible collects important work OCLC Research has done to help achieve the economies and efficiencies that permit these materials to be effectively described, properly disclosed, successfully discovered and appropriately delivered. Achieving control over these collections in an economic fashion will mean that current resources can have a broader impact or be invested elsewhere in other activities.

Changing How High Schools Serve Black and Latino Young Men: A Report on New York City's Expanded Success Initiative

A growing number of initiatives around the country are attempting to tackle longstanding inequities, including higher rates of school dropout, incarceration, and unemployment among Black and Latino men. New York City's Young Men's Initiative (YMI) has been at the forefront of these efforts since it was launched in 2011 to address disparities in education, employment, health, and criminal justice.

YMI's educational component, the Expanded Success Initiative (ESI), focuses on the issue of low college readiness among Black and Latino male students -- a problem that has persisted in NYC even as high school graduation rates have risen. ESI is providing funding and professional development to 40 NYC high schools, aimed at helping them improve outcomes, particularly college and career readiness, among their Black and Latino male students.

The Research Alliance for New York City Schools is conducting a four-year evaluation of ESI's implementation and impact. This report, Changing How Schools Serve Black and Latino Young Men, presents our findings from Year 2 of ESI (the 2013-2014 school year), drawing on interviews and focus groups with staff at ESI schools and a set of matched comparison schools, a student survey, and an analysis of student achievement data.

This annual publication serves as a forum for new ideas and dialogue between scholars and the larger public. Essays explore ways that students, administrators, and faculty can initiate and sustain an ongoing conversation about the public life they share.

The Higher Education Exchange is founded on a thought articulated by Thomas Jefferson in 1820: "I know no safe depository of the ultimate powers of the society but the people themselves; and if we think them not enlightened enough to exercise their control with a wholesome discretion, the remedy is not to take it from them, but to inform their discretion by education."

In the tradition of Jefferson, the Higher Education Exchange agrees that a central goal of higher education is to help make democracy possible by preparing citizens for public life. The Higher Education Exchange is part of a movement to strengthen higher education's democratic mission and foster a more democratic culture throughout American society.

Working in this tradition, the Higher Education Exchange publishes interviews, case studies, analyses, news, and ideas about efforts within higher education to develop more democratic societies.
