This report represents a summary of the work of three expert advisory groups that worked from August 2008 through May 2009 to identify and prioritize educational needs in the region, recommend strategies for improvement, and review key indicators that might be used to track the region's progress over time. Their work was commissioned by The Chicago Community Trust to support the 2040 comprehensive regional planning effort led by the Chicago Metropolitan Agency for Planning.
The expert advisory committees represent three levels of education: Birth to Age 5 (0-5), Kindergarten to 12th grade (K-12), and Higher Education. Each committee was convened by one or more lead agencies.

As the first state to offer universal preschool to three?year?olds, Illinois' experience with early childhood education (ECE) policy reform efforts offers valuable lessons about how such change takes shape. The confluence of factors includes well?organized advocacy groups, the endurance to continue efforts over decades, a supportive governor, and an engaged business community. The description below details Illinois' ECE activities from 1992 to the present, with a particular focus on the business role in ECE policy. Chicago Metropolis 2020 was the main business group involved in ECE efforts, but, significantly, advocates and politicians also continuously cast the issues in language that would motivate economic and business interests.

Are sexual orientation and gender identity identified in teacher education programs' conceptual frameworks? The Pre-Professional Preparation Project (P-Project) seeks to answer these questions and to report the results via the Visibility Matters report cards. Using only data available from university and college websites, the Visibility Matters report cards evaluate the public face of pre-professional programs across Illinois. This paper describes the project's rationale and goals, history, current status, and potential future directions.
