A New Era of Education Reform: Preparing All Students for Success in College, Career and Life

As society changes, the knowledge and skills required for citizens to navigate the complexities of life and work must also change. As a result, some argue that schools must provide students with a broader set of skills that will enable them to thrive in our increasingly diverse, rapidly evolving and globally-connected world. The intent is not to replace the traditional academic disciplines but to infuse them with knowledge and skills that will better prepare students for success in the 21st century -- often referred to as "21st century skills." While others maintain that as long as a portion of the student population is not mastering basic reading, writing and mathematics skills, schools must continue to focus exclusively on the traditional core academic disciplines. In order to inform the debate about the rationale for and relevance of 21st century skills in Massachusetts' public schools, the Rennie Center for Education Research & Policy conducted a survey of superintendents, charter school leaders and principals statewide to gauge the extent to which school and district leaders support the integration of 21st century skills into public education. The goal of the survey was to provide a better understanding of Massachusetts' public school and district leaders' priorities for improving student learning, including their views on 21st century skills. The survey was followed by interviews with a small sample of administrators and educators in districts and schools where the integration of 21st century skills is a priority, in order to better understand district, school and teacher approaches for infusing 21st century skills into teaching and learning.

The report describes the background and context for the study, the study methodology, and key findings from the statewide survey and interviews in a sample of schools and districts. The final section of the report puts forth considerations for policymakers and K-12 school and district leaders. Case studies of two public school districts, Reading Public Schools and Brockton Public Schools are included in Appendix B. The case studies offer two different approaches to integrating 21st century skills district-wide. The case study of Reading Public Schools illustrates a district-led approach. The case study of Brockton Public Schools is an example of how one school has spurred a district to focus on 21st century skills.

The study gives voice to key education stakeholders who have not been part of the public debate about 21st century skills and provides clarity about what teaching and learning in classrooms that incorporate 21st century skills looks like. While opponents of 21st century skills argue that districts where most students have not yet mastered reading, writing and mathematics skills, should focus exclusively on core academic content, the study revealed that most school and district leaders believe all public schools in Massachusetts should be required to integrate 21st century skills into learning, including schools where students are lacking adequate basic skills. Interviews with superintendents who prioritize integration of 21st century skills revealed that input from a range of stakeholders led their district to expand their mission and vision for student learning to include 21st century skills and rather than adopt a pre-packaged set of skills, the focus in these districts is on particular skills and competencies that ?t the needs of their student body. While most schools and districts have not developed measurable goals for student mastery of 21st century skills, interviews with a small sample of administrators and educators revealed that 21st century skills are assessed at the classroom level, and most administrators view school- and district-wide assessment as a future step in the process of fully integrating 21st century skills. The endings also suggest that administrators believe that, to date, state policymakers have not adequately supported the teaching and learning of 21st century skills.

2009 National School Climate Survey: The Experiences of Lesbian, Gay, Bisexual and Transgender Youth in Our Nation's Schools, The

National survey of the school experiences of 7,261 lesbian, gay, bisexual and trasngender secondary school students.

In our 2009 survey, we examine the experiences of LGBT students with regard to indicators of negative school climate:

  • hearing biased remarks, including homophobic remarks, in school;
  • feeling unsafe in school because of personal characteristics, such as sexual orientation, gender expression, or race/ethnicity;
  • missing classes or days of school because of safety reasons; and
  • experiences of harassment and assault in school.

We also examine the possible negative effects of a hostile school climate on LGBT students' academic achievement, educational aspirations, and psychological well-being. We explore the diverse nature of LGBT students' experiences by reporting on how these differ by students' personal and community characteristics. We also examine whether or not students report experiences of victimization to school officials or to family members and how these adults address the problem. In addition, we demonstrate the degree to which LGBT students have access to supportive resources in school, and we explore the possible benefits of these resources, including Gay-Straight Alliances (GSAs), school harassment/assault policies, supportive school staff, and curriculum that is inclusive of LGBT-related topics.

Given that we now have 10 years of data, we examine changes over the past decade on both indicators of negative school climate and levels of access to LGBT-related resources in schools.

Equal or Fair? A Study of Revenues and Expenditures in American Charter Schools

A new study finds that charter schools typically get less funding than traditional public schools. And it also reveals that the primary reason charters tend to get less funding is because traditional public schools must offer far more special education, transportation and student support services. Spending on those programs and services -- often not available in charter schools -- accounts for much or all of the difference in funding each receives. This finding is one of several that Professor Gary Miron and his co-author Jessica Urschel make in Equal or Fair? A Study of Revenues and Expenditures in American Charter Schools, released today by the Great Lakes Center for Education Research and Practice. The study comes amid a growing debate over the question of whether charter schools are inadequately funded compared with traditional public schools. In recent years, numerous charter school advocates have cited the purported funding gap to help explain charter schools' achievement results compared with traditional public schools. Miron and Urshel point out that, compared with traditional public schools, charter schools spend proportionally more on administration -- in the percentage of overall spending that goes to administrative costs, as well as in the salaries they pay administrative personnel. Overall, however, charter schools spend less than traditional public schools: less on instruction, less on student support services and less on teacher salaries and benefits. Equal or Fair? is the most comprehensive study to date on the question. It uses data from the U.S. Department of Education on revenue sources and spending patterns of charter schools and traditional public schools and districts across the nation. It also examines patterns across nine different comparison groups, ranging from traditional public schools to various sub-groups of charter schools. "On first appearance, charter schools receive less revenue per pupil ($9,883) than traditional public schools ($12,863)," Miron and Urschel find. Yet, they add, this direct comparison "may be misleading." States vary considerably in the way they channel funds to charter schools. Moreover, public schools provide -- and receive funds for -- certain services that most charter schools do not provide (or spend far less on) including special education, student support services and transportation and food services. This largely explains the differences in revenues and expenditures for charters compared with traditional schools. "When charter schools and traditional public schools have similar programs and services and when they serve similar students, funding levels should be equal in order to be considered fair," they write. "However, as long as traditional public schools are delivering more programs, serving wider ranges of grades, and enrolling a higher proportion of students with special needs, they will require relatively higher levels of financial support. Under these circumstances, differences or inequality in funding can be seen as reasonable and fair."

In her review, Gulosino finds that the report assumes the positive impact of autonomy, but provides no empirical evidence to support this. She indicates that the report is of very little value to anyone concerned with charter schools including policy makers, school leaders, parents and charter supporters.
