About the Data: UN OCHA — Non-DAC Donors

The Financial Tracking Service (FTS) is a global, real-time database that records international humanitarian aid contributions from government and private donors, NGOs and multilateral organizations, and the Red Cross/Red Crescent Movement. FTS focuses on humanitarian response plans and refugee response plans because they cover the major humanitarian crises and because their funding requirements are well defined, which allows assessment of the extent to which populations in crisis receive humanitarian aid in relation to need. FTS is managed by the UN Office for the Coordination of Humanitarian Affairs (OCHA).

FTS data are voluntarily provided by donors or recipient organizations, and the reporting criteria for humanitarian aid are not the same as for the OECD DAC. The analysis of data for this project excludes contributions from DAC donors and U.S. foundations and corporations that are reflected in other datasets (to avoid double-counting), unspecified private contributions, and in-kind donations without a dollar value. In 2017, FTS introduced a new model for recording humanitarian aid contributions. Data from 2013 through 2015 reflect the old model, while 2016 data is based on the new model.

Funding by region reflects contributions that were directed for specified countries.
