The Arizona Department of Education has unlawfully administered the state’s Empowerment Scholarship Account (ESA) program by failing to pay out the scholarships in a timely manner, a policy organization in the state claims.
The libertarian-leaning Goldwater Institute, which was a key backer of ESAs, sent a letter to the department on Monday saying it will take legal action if corrections aren’t made by Dec. 15.
The ESA program establishes an education savings account for in-need families funded
