The U.S. Army and Navy shells and burns unarmed villages and then takes steps to replace military rule with civil government as Congress establishes the District of Alaska. The District government notes major Alaska Native health problems such as tuberculosis and alcohol consumption, but there is little to no support for attending to Alaska Native health concerns (Native Voices, “1884: After military abuses, the U.S. establishes a government in Alaska”).
