Treaty rights guarantee traditional fishing rights to tribes such as the Nisqually, but Washington state launches a series of suppressive acts violating the treaty. Janet McCloud, a Puyallup tribal activist, and other Native men and women launch a river vigil after Nisqually Indian men are arrested for traditional net fishing.
