The Office of Indian Affairs (later the Bureau of Indian Affairs) is created within the U.S. War Department without congressional authorization (Nies, 1996). This establishes the bureaucracy that will administer the nation’s “manifest destiny” objectives (the idea that westward expansion all the way to the Pacific is the right of the nation and its people) (Native Voices, "1824: U.S. establishes Office of Indian Affairs in War Department").
