The Menominee, who had won an $8.5 million claims settlement, are blocked by Congress from receiving the monies unless they agree to termination. Under termination, because previously untaxed lands become subject to state and local taxes (and they will have to fund all of their own medical, hospital, and education costs), the tribe tries to raise money and sells off land to pay taxes and leased timber lands, leading to similar issues with allotment policy, deepening poverty and accelerating land loss and economic chaos (Nies, 1996).
